In a small bowl, mix together the butter, 1/4 cup sugar, brown sugar, eggs, and vanilla extract.
In a medium bowl, combine the flour, baking soda, cream of tartar, 1 Tablespoon pumpkin pie spice, salt, and 1/2 Tablespoon cinnamon. Mix until combined. Add the wet ingredients to the dry and mix well.
In another small bowl, combine the remaining sugar, pumpkin pie spice and cinnamon.
Make 48 balls of dough. Cover each ball with the sugar and spice mixture. Place on a prepared cookie sheet(s) and bake for 8-10 minutes.
You can flatten the cookies as well if you don't want them as ball-like as mine.
